That selection was then continually narrowed until only the twenty schools with the lowest tuition rates remained. Tuition information was drawn from the U.S. Department of Education’s College Navigator database. Note that public institutions were assigned an “average” tuition based on the midpoint between their in-state and out-of-state costs.
